The BS Yeddyurappa led Bharatiya Janata Party state government won the vote of confidence motion by a voice vote this morning and later also sought approval for the finance bills. However, the smooth proceedings also became an eyewitness to the exit of KR Rameshkumar from the position of Assembly Speaker.
Today, the much-awaited vote of confidence motion in the BJP government was approved without any hassles. Thanks to the 105 members strength of the ruling party and the opposition Indian National Congress(INC) and Janata Dal-Secular(JD-S) parties' combined strength of 99 apart from the Speaker, there was no doubt about the saffron party making it through. One Independent MLA who resigned as a minister is also supporting the BJP now.
In fact, Karnataka Assembly has a total strength of 224 elected members while one person is nominated from the Anglo-Indian community. But the nominated member has no rights to vote during the crucial vote of confidence.
As 14 Congress and three JD-S MLAs' have been stripped from the membership of the house following the recommendation of disqualification of these 17 legislators for violating party whip, the present strength of the 224 members lower house has been reduced to 207.
The Speaker KR Rameshkumar and N. Mahesh, Kollegal Bahujan Samaj Party are the remaining two members. Interestingly the lone BSP member N Mahesh has also been recommended for disqualification from membership by the party high command.
It may be recollected that BSP MLA N Mahesh had abstained away from the crucial vote of confidence motion on the pretext of being neutral. However, the party's top brass took exception to the behaviour and has recommended for his disqualification.
But KR Rameshkumar, the outgoing speaker has preferred to decide over the BSP high commands by his successor.
Speaker KR Rameshkumar resigns
KR Rameshkumar, Assembly Speaker also made an announcement of his resignation in the house today after the vote of confidence motion and financial bills were adopted by voice vote.
Announcing his resignation, he said: People come and go in parliamentary democracy but all of us holding responsible positions should bring respect to such posts by our conduct.
He also termed the stipulations of declaring one's assets while contesting elections as laughable. The Election Commission mandates for information about the properties of the candidate but never bothers to probe the ways such things are amassed, felt KR Rameshkumar.
The Speaker also lamented: According to the provisions of the Lokayukta Act, all officials and elected representatives need to submit details about individual properties before June end every year. But there is no section to take action against erring people.
The Speaker, KR Rameshkumar after reading out his resignation letter handed over the same to Krishnareddy, Deputy Speaker who adjourned the house proceedings till 5 pm.
