The HD Kumaraswamy led Janata Dal-Secular(JDS) and Indian National Congress(INC) supported coalition state government will be completing one year in office tomorrow, but whether the power partners will celebrate the same or end up licking their wounds depends upon the Lok Sabha poll results tomorrow.
Although a BS Yeddyurappa led Bharatiya Janata Party government came into being soon after the May 2018 Assembly elections the party was deprived with the required numerical strength of 113 for a slender majority in a house of 224 members.Then the saffron party could only boast of 104 members of its own while the Indian National Congress(INC) had a representation of 80 and the Janata Dal-Secular(JDS) 38. Two Independents after dilly-dallying switched over to the JDS-INC combine.
As expected BS Yeddyurappa after failing to realise the required numbers had to bow down and announced his resignation on the floor of the house without pressing his motion for proving the majority of his government.In between the Congress had moved the apex court midnight questioning the 15 days time frame given by the Governor Vajubhai Vala for BS Yeddyurappa to prove his majority.
The Supreme Court, for the first time in its history on such matters of public importance, heard the petition all through the night and curtailed the time given by the Governor from 15 to three days.
Then it's celebration time for the JDS-INC combine which wasted no time in forming the government. Though the alliance partners managed to come to power with many internal rumblings they were no hindrance for running the affairs.
But the biggest challenge to the new government proved to be the mindboggling issue of waiver of Rs 46,000 crores of 42 lakh farmers which were promised by the JDS in its electoral manifesto. Though the Congress never assured of anything of that sort in its poll plank but was left with no other option other than remaining a mute spectator.The unfulfilled announcement of farm loans waiver continues to haunt the coalition government and much ridiculed by the BJP leaders including Prime Minister Narendra Modi himself. in fact, the PM made use of every possible opportunity during electioneering not only in the state but elsewhere across the country to hammer the state government.
Though a major share of contribution towards the state's GDP comes from the software exports, the revenue flowing towards the state exchequer from the same industry is negligible in reality.As of now and according to informed sources the public debt proportion of the state is to the tune of Rs 3,00,000 crores and HD Kumaraswamy has set aside Rs 19,000 crores in the 2019-20 budget for interest payments. Interestingly this proportion is more than 8.5% of the state budget itself.
Thanks to the populist measure of farm loans waiver and the tight rope like a financial situation the chief minister is finding it difficult to mobilise resources for developmental schemes.Badavara Bandhu scheme for payment of interest-free loans to street vendors and Rs 2,000/- the monthly payment for expectant and lactating mothers for a period of six months can be attributed as major success stories of the alliance government.
However, the announcement of 1.5 lakh crore scheme for irrigation purposes hasn't seen the light of the day so far. In spite of several social welfare schemes being announced in the budget, most of them continue to remain merely on paper.Apart from the jittery trauma in the financial sector, the overall political situation is no better among the alliance partners as well. Siddaramaiah, former Congress chief minister and convener of the coordination committee continues to rejoice in pronouncing every now and then he would again wish to become the chief minister!
And to counter him the Janata Dal-Secular(JDS) is not far behind as it has fielded H Vishwanath, state party president to counter him on a daily basis!The BJP top brass has so far failed to muster enough numbers to unseat the present government but is nursing high hopes on the outcome of favourable Parliamentary election results in the state and country so that desertions within the Congress will accelerate on its own.
HD Kumaraswamy had himself confessed after being sworn in as CM: I really do not know as to how long this alliance government lasts. But one thing is for sure that it'll at least continue till Lok Sabha polls.Since Lok Sabha polls are over and results are expected tomorrow the JDS-INC alliance government appears to be on the crossroads of either retaining or exiting the seats of power?
